Where are we now?

In Hungary, e-invoicing is one of Europe’s most advanced digital tax systems and is based on a real-time invoice reporting (RTIR) model managed by the National Tax and Customs Administration (NAV) through the Online Számla platform. Introduced in 2018 and gradually extended, the system requires all invoices issued by businesses to be transmitted in real time to the tax authority in structured XML format, regardless of whether they are B2B or B2C.


Unlike other European countries, Hungary does not yet impose a general obligation for e-invoice exchange between businesses: instead, the model is based on the mandatory transmission of invoice data to NAV at the time of issue, which enables the tax authority to exercise near real-time control over transactions. Invoices can be generated in various formats (XML, PDF or even paper), but the data must still be sent to the central system.


Over time, the scope has expanded to cover practically all domestic VAT transactions, including amendments and cancellations, with increasingly stringent technical requirements (such as NAV XML version 3.0 and advanced validation checks). The system integrates with other digital tax flows, such as the progressive extension of reporting for receipts and electronic cash register systems, in an ecosystem aimed at eliminating VAT discrepancies and increasing transparency.  


For businesses, the Hungarian model means operating in a highly digitalised environment where compliance is continuous and automated: it is not just a matter of issuing invoices, but of ensuring that data are correctly transmitted in real time to the tax authority. Looking ahead, the system is also considered an intermediate step towards full, interoperable mandatory e-invoicing at European level.
