Where are we now?

In Spain, e-invoicing is undergoing a period of significant regulatory transformation, with a hybrid model that combines public platforms, private providers and increasingly stringent e-reporting obligations. The B2G system has already been established since 2015 through the central FACe platform and the structured FacturaE format, which is mandatory for all invoices to public administration.

For B2B, the situation is evolving: the “Crea y Crece” law introduced the obligation of electronic invoicing between companies, but its entry into force has been postponed several times and is now expected no earlier than 2027–2028, with a phased implementation (large companies first, then SMEs).


The planned model is not based on a single central platform, but on a “5-corner” approach, in which invoices are exchanged via certified providers or systems such as FACeB2B, with an obligation to transmit data to the tax authority (AEAT). Accepted formats include UBL, FacturaE, CII and even EDIFACT, to ensure interoperability with existing EDI systems.


At the same time, Spain is strengthening tax control with e-reporting systems such as SII (for large companies) and the new VERI*FACTU system, which introduces the obligation to use certified software and the transmission of invoice data to the Tax Agency in real time or near real time. In some cases, the system takes on “clearance” characteristics, with validation and QR code generated by the tax authority.


For companies, the Spanish context is therefore complex but strategic: it requires the integration of multiple regulatory and technological systems, in an ecosystem that aims to combine operational flexibility with increasingly rigorous tax control.
