The law 2026

The Italian Budget Law 2025 (Art. 24 of Legislative Decree 1/2024) has introduced significant changes to how merchants must report sales for a given period to the Revenue Agency. From 2026, they will be required to adopt compliant solutions for the transmission of electronic receipts. These solutions come in two alternative forms: hardware, through the telematic recorder, or software, through a certified system.

PEM and PEL

The software must consist of two main components:


ISSUANCE POINT (PEM)
The software component capable of collecting transaction data, obtaining confirmation from the payment system and issuing the fiscal document for the customer.


PROCESSING POINT (PEL)
The software component that verifies the integrity of the electronic document and transmits it to the Revenue Agency, ensuring transaction compliance.

The A-Cube solution

A-Cube already develops a software solution that complies with the law in force from 2026, enabling payment service providers (PSPs) and cash register system providers to eliminate hardware, offering merchants a single, digital and flexible solution to comply with Italian regulations.
